The Orissa high court has allowed public speaker and activist Puspendra Kulasrestha to participate in a seminar in Sambalpur, but with certain conditions. He is not allowed to speak against any religion and his speech should not be aired by any media house in the country. The court specified that his speech should not create communal disharmony or threaten national integration or security.
