Why India's most wanted are largely out of reach

The most wanted list of gangsters in Delhi includes Arsh Dalla, who masterminded a beheading in January, and Kapil Sangwan, who was involved in the killing of a BJP functionary. Most of these gangsters are operating from abroad and have a Mumbai underworld-like modus operandi. Himanshu Bhau runs an extortion racket from Portugal. Rohit Godara is on the list after the murder of a Karni Sena chief. Goldy Brar is wanted by the NIA and has targeted businessmen in Delhi. Lucky Patial, Lakhbir Singh, and Rashid Cablewala are also wanted by the police. Deepak Pakasma and Danish are the latest additions to the list.
