On March 24, the French government, in response to recent shootings in Moscow, raised its terror alert level to its highest point. Prime Minister Gabriel Attal declared this escalation following a conference with President Emmanuel Macron and key security and defence authorities. Attal shared on social media site X (formerly known as Twitter), that the decision to elevate the alert level was made "in light of the Islamic State's claim of responsibility for the (Moscow) attack and the threats facing our nation".

Early Wednesday morning, Russian missiles struck Kharkiv, Ukraine's second-largest city, causing significant damage to residential buildings and injuring six people, as reported by Governor Oleh Synehubov via Telegram. The attack ravaged three residential buildings, two offices, three non-residential structures, and even ruptured a gas pipeline in the city's central district, according to the governor's statement. Russia launched a drone attack on Ukraine that injured seven people in the Black Sea port of Odesa, two of them children, and also targeted Kyiv, the capital, Ukraine's military officials said early on Tuesday. Several residential buildings in the city were damaged and caught fire, the governor of the Odesa region, Oleh Kiper, said on the Telegram messaging app. At least 14 apartments were damaged, the city administration added.
