Tax clearance certificate not needed for all

The finance ministry clarified that amendments to the Black Money Act would not require all residents traveling overseas to obtain a tax clearance certificate. Only those facing investigations or with tax arrears over Rs 10 lakh would need such certification, issued by senior officials, as per Section 230 of the Income-tax Act.
