Authorities in central Greece are racing to deal with an inundation of dead fish that locals say could threaten their livelihoods. It is the second recent environmental catastrophe to hit the port of Volos, a three-and-a-half-hour drive north of Athens, after floods hit the Thessaly region last year.
The new regulations and system of penalties are an extension of rules education minister Kyriakos Pierrakakis announced in March which saw pupils face expulsion for filming classmates and ridiculing them online in a bid to clamp down on cyberbullying.

The freshwater fish filled both the bay and nearby rivers after they were displaced from their normal habitats by floodwater last year which was followed by months of severe drought.
