SC: Speakers often acting against duty of being neutral

Justices Ramana, Sanjiv Khanna and Krishna Murari said the Speaker being a neutral person is expected to act independently while scrupulously adhering to constitutional responsibilities when he conducts proceedings of the House or adjudicates any petition by or against MLAs.
