Chhattisgarh Chief Minister Bhupesh Baghel has launched the Congress manifesto for the upcoming Assembly elections, promising a caste-based census in the state if voted back. The census would cover Scheduled Castes, tribal castes, backward classes, general category, and minorities. Baghel believes that a caste-based census would enable people from the backward and underprivileged sections to benefit from welfare schemes. The Congress manifesto also includes promises to buy paddy at a higher rate, waive off farmers' loans and offer subsidies to women for cooking gas cylinders.
