The elected government pleads that officers are obstructing the implementation and withholding funds. The scheme falls under the elected government's jurisdiction, not the LG's. The government seeks court direction for re-operationalization of the scheme, pending bill payments to hospitals, and disciplinary action against responsible officers. The government claims that officers have continuously disobeyed and hindered policy implementation, depriving the people of essential public amenities and their right to health and life. The scheme has practically become defunct, causing catastrophic impacts on medical aid for road accident victims.
