One can 'check out' in Padma protest, but can never leave

Olympic wrestler Bajrang Punia's decision to 'return' his Padma award does not remove him from the register of awardees. The Padma award regulations do not have provisions for the return or acceptance of a returned award. The President has the authority to cancel or annul the awards but has never done so. The awardee's name remains in the register even if they choose to return the award. Former Punjab CM Parkash Singh Badal and former Union minister S S Dhindsa also 'returned' their awards but are still listed as Padma awardees.
