Notable exclusions from the ministry are Gopal Bhargava, Bisahulal Singh, and Bhupendra Singh, while loyalists of Jyotiraditya Scindia have been included. The oath ceremony was conducted by Governor Mangubhai Patel, and the cabinet now has a total of 31 members.
