Bombay high court issues notice to Maratha quota activist Manoj Jarange, but no urgent orders to prevent entry to Mumbai. State will maintain law and order, ensure commuters are not inconvenienced. State may allot designated place for peaceful agitation. Right to protest subject to restrictions, cannot block public way. State to enforce SC directions in Shaheen Baug case.
