Biennial polls to Rajya Sabha across 15 states on Feb 27 to fill 56 seats of members retiring in April may not change the overall composition of the upper House significantly as the recent assembly election results in three states and existing tallies in others will see major political parties, including BJP, mostly retain their respective seats.
