Punjab budget rolls out schools of happiness, 1K sports nurseries

Punjab finance minister presents state budget with Rs 2.04 lakh crore expenditure. Introduces Schools of Happiness, Schools of Brilliance, 1,000 sports nurseries, new Malwa canal, entrepreneurship scheme for horticulture. No allocation for AAP's pre-poll guarantee. Outstanding debt projected at Rs 3.74 lakh crore. Revenue deficit of Rs 23,198 crore. AAP government shows rise in state's own tax revenue.
