Delhi govt issues guidelines for getting back impounded cars. Vehicle owners can submit an application within 3 weeks and wait a week for a decision. Online platform being developed. Fee of Rs 10,000 for four-wheelers and Rs 5,000 for two-wheelers. Impounding drive launched to contain pollution.
