The crackdown on civil liberties in Hong Kong has led to an exodus of professionals, but mainland Chinese individuals are now moving to the city in large numbers. The Top Talent Pass Scheme, launched in 2022, has attracted tens of thousands of visa applications from mainland Chinese professionals and graduates. Many see Hong Kong as a place of greater freedom and security. However, the decline in Hong Kong's population and the departure of international companies and continue to be concerns.
