Majority of the released Palestinians had not been convicted of a crime, including 107 teenagers under 18. The negotiations focused on women and children, and most of the released individuals were from the West Bank and East Jerusalem. Israel detained these individuals for security-related offenses, and their cases were being prosecuted in Israeli military courts.
