Congressional leaders have reached an agreement on overall spending levels to avoid a partial government shutdown. The agreement adheres to spending caps for defense and domestic programs, but provides concessions to House Republicans. House Speaker Mike Johnson states that the agreement secures $16 billion in additional spending cuts. It is $30 billion less than what the Senate was considering. The agreement also speeds up the already agreed-upon cuts for the Internal Revenue Service and rescinds $6 billion in Covid relief money.
