Moscow attackers were arrested while trying to flee to Ukraine: Putin

Putin declared a day of mourning for the Moscow attack, promising to punish the perpetrators. Russia probed a possible Ukrainian link despite ISIS claims. The suspects were apprehended near the border with Ukraine. "All four perpetrators have been detained. They were travelling towards Ukraine ... We will identify and punish everybody who stood behind the terrorists," said Putin.
