Resident Tess Salazar Fortaleza said they were on the beach when a fisherman unraveled his net and found it.
The turtle shakes its flippers before getting into the water and swimming away.
Fortaleza said: "The turtle looked happy because it probably knew that the people weren't going to hurt it".
The footage was filmed on April 8.
