The Missouri Supreme Court issued a unanimous, 14-page ruling Thursday that vacates a circuit court ruling against voter-approved Medicaid health care expansion in the state.

The decision by the Supreme Court says expansion does not violate the state constitution's prohibition on voters creating new programs that aren't funded.
