Imposing sanctions on those who chose not to get vaccinated was never about health, it was about increasing vaccine uptake.

In September 2020, Jacinda Ardern said she didn't think such sanctions would be necessary, because in the past, this hadn't been required to get a high vaccine uptake.

However, a year later, it was clear that sanctions for the unvaccinated, even if it meant creating a two-tier society, would be the method that was used.
