Macgregor, a U.S. Army colonel, served from November 1997 to December 1999 as the chief of strategic planning and director of the Joint Operations Center, Supreme Headquarters Allied Powers, Europe.
In 1995 he developed the zone of separation that became part of the Dayton framework agreement.
He is currently a research fellow in the Institute for National Strategic Studies National Defense University in Washington, D.C.
