God told Moses something specific that the Old Covenant was to provide for them, and in the New Covenant it comes in a completely different way.

This aspect of the covenant--righteousness--is the key to understanding the difference in the New and Old Covenant and a foundational aspect of the work of Christ that most don't focus on, resulting in strange views on scripture and salvation.
