This is a parody of a saying of someone famous in Congress who said, "A billion here, a billion there, sooner or later you're talking about real money." The difference with tariffs is that Trump is putting them on to spend taxpayer money, he's doing it to save our money.

The one truth that is always absent from the Chamber of Commerce, Big Business Establishment Republican Country Club Class Members, is that Trump isn't putting a tariff on any country that doesn't already have a massive tariff on us, blocking our products and services from their countries, their markets and their people.
