Roads were closed, subway services were disrupted, and basements were overwhelmed. The city experienced a month's worth of rain in just three hours, and more heavy rainfall is expected. New York Governor Kathy Hochul declared a state of emergency, urging residents to stay home due to dangerous travel conditions. Floodwater also affected schools, subways, railways, and airports in the region. The National Weather Service warned of a considerable risk of flash flood damage and a Level 3 flash flood risk for the Northeast.
