The House and Senate are pursuing different paths to avert the shutdown, with the Senate working on a bipartisan measure to fund the government until Nov. 17, while the House has passed three bills to fund federal agencies. McCarthy is struggling to unite his party and come up with a plan to prevent a shutdown.
