The casualty count includes civilians, security forces, and Ulfa members killed in counter-insurgency operations. Ulfa's actions included abductions, killings of hostages, and infamous incidents like the assassination of Surrendra Paul and the killing of schoolchildren in an IED blast. After expressing willingness to start talks, the outfit apologized for these killings.
