Punjab and Haryana have imposed over Rs 2.31 crore in penalties for stubble burning this year, collecting over half from violators. Despite increased fines, fire incidents have decreased compared to previous years, possibly due to improved straw management. Punjab reported 10,909 fires, while Haryana reported 1,406.
