Vaishnaw announces reward & punishment regime for minimising derailments

Railway Minister Ashwini Vaishnaw announced a new reward and punishment system to improve safety. Zero-derailment zones will receive a "Shield Award" and cash, while zones with the most derailments will be ineligible for awards.
