2020 riots: Court raps cop for using 'manipulated' clip to frame accused, acquits him

The officer was faulted for unprofessional conduct, clubbing six complaints without proper investigation, and failing to trace the video source. The court urged the police commissioner to assess and address the officer's conduct.
