Prime Minister Sir Keir Starmer says the new milestones laid out during a speech in Buckinghamshire will allow the public to "hold our feet to the fire".

57-year-old Brian Whitelock has been jailed for life without parole for murdering his neighbour Wendy Buckney in a savage attack in her own home.
